The site context and assessment of same was assessed in detail which included traffic analysis and road improvement schemes and impact on the local community, were then developed into a single scheme which manifest in a striking building form which maximised the potential for long distance views from the new building and also did not compromise the established views from the original building.

The changing financial environment forced the Board of Directors to consider stalling the further development of the scheme in 2007.
